Has anyone encountered or designed a steel splint such as an angle or channel u-bolted onto solid round diagonals of towers?  How do you justify the "2% of axial load" lateral support of the diagonal against buckling with this type of configuration?

Not sure of what configuration you are considering.
One of Timoshenkos references describes column buckling with a larger cental section in the pinned column.
Not sure if this is helpful.  More information from initial entry may be in order.

Thanks for the reference!  I got a chance to read the section with regards to a changing cross-section and critical axial load capacity, however it is applicable for welded-on or riveted-on concentric material.

You mention that you are not sure of my configuration.  I thought my initial post explained the cross-section that I encountered?
