(OP)
We're about to install a new boiler and will need to keep our older 400hp C-B boiler down but available to start-up anytime.  I've heard of several techniques including keeping it full of water and keeping the chemicals up to date, emptying it and keeping silicone bags inside, and emptying it and purging it with nitrogen.  We're leaning toward the 3rd option.  Any suggestions?

3rd option the best I think, as long as you drained and dried properly. Just make sure you include checking up on it now and then to ensure the N2 is still there.

Agree with Option 3. Drain the boiler completely dry and use (maintain) nitrogen blanketing to assure no corrosion offline.
