Cold stagnant air pockets in large refrigerated cellars

Cold stagnant air pockets in large refrigerated cellars

All,

I'd appreciate your help with this...
We have a large cellar that we maintain at 34.5F.  It spans
five floors, has dozens of rows/alleys and inevitable pockets of stagnant air.  Water is used to clean floors/etc in the cellar.  There are areas near the floors that are pocketed and occasionally we form ice on the floors which becomes a safety hazard.  A workaround has been force ventilation in these areas with a portable blower...I hate this idea.
Does anyone have any ideas for a more elegant solution?  Obviously large renovations to the structure would preferably be avoided.

Thanks,

I should add...the supply air to the facility is ~27F...any warmer and we can't maintain the setpoint.
