Is there an IC, scheme, or circuit that will allow a load of 800ma DC to be operated from a source that will only supply about 350ma DC.

If you need your 800 mA for a short period, yes.
But not if you need the 800 mA continuously at a voltage that is more than around one third of the available voltage.
So, what are the voltage levels? In - and out?
Is the application for a short time (seconds - minutes) load - or continuous?

The available voltage is 10.5 volts at 350ma. The needed output voltage is 3.3 volts at 800ma. The 800ma is needed for 60 seconds. The purpose is to supply power to a module while it goes throug a shut down sequence.
