I need to weld a 316 SS cone inside a 6" sch 40 black pipe.  Can I do this and how? I have SMAW and Tig welders but have never welded these two metals together.  Inside pressure will reach at least 650 psi.

The welding of these two dissimilar metal welds is common. The recommended filler metal is E309 (SMAW) or ER309 (GTAW).
You should have a qualified welding procedure and welder in accordance with ASME B&PV Code, Section IX. If the internal pressure is 650 psi, you should be following a piping code, like one of the ASME B31.X Standards for welding and inspection requirements.

our message is not very clear   but it sounds like your job has stainless and black steeljoined together INSIDE a pipe   Ie in the pipe contents  If your system then allows it,   dissimilar metal corrosion will MASSIVELY increase the corrosion of the black steel,   and inside a pipe at 650 psi ????    !!!!!!!!!
