Hello everybody,

How can I turn off the snap to function of notes and dimensions in drafting.

When creating a note and placing it close to an existing note/dimension UG automatically snaps to it leaving the new note/dimension associative to the existing note/dimension.  

When editing or deleting the existing note/dimension the newest note/dimension is edited deleted as well.

Hold down the alt key while you place the annotation, this will turn off the snapping to existing objects.

Also, check around in the drafting preferences there should be an option to 'retain annotations'. If you set this option and delete the parent annotation, the child will not be deleted.
