may I to used JIS G 3131 Grade SPHC in lieu of ASTM A36 as bottom plate for storage tank?
if "yes", any additional requirements for this?
Does both material are equivalent?

API permits use of steel produced to a recognized national standard such as JIS steel.  But, you must meet additional requirements of API-650, Section 4, Materials when doing so.

According to API-650, selection of tank material depends on the tank location.

Where, in the world, do you intend to construct this tank.?

Plain A36 material is not permitted in northern climates..
