API-650 limits the plate thickness of A36 to 40mm, what I wanted to know if this would also be applicable to anchor chair for the tank. Can i use more than 40mm A36 plate for the anchor chairs of a tank?

Wow, that must be one heck of an anchor load.  I have always understood the thickness limitation to be related to toughness and to be a limit for shells, repads, blinds and flanges only.  Watch out for laminatations on plates that thick.

You may be able to increase the extension of the anchor chair from the shell and reduce the thickness.

You may also be able to change the style of the chair.

And consider using A516-70 or other available plate.
