Is there a way you can throw a hyperlink on the screen in the assembly mode, so that when you click or double click on that part, it directly takes you to that link?

Or maybe throw a link in the annotations?

Im using '06.

No and No.

But you may be able to in the Design Binder.

Actually the answer is Yes and Yes.

Insert > Hyperlink

Be sure to have All Annotations toggled On under View.

You will be able to click on the link and launch it in the web browser.

The OP figured this out on his own after e-mailing me to see if I knew the answer.  I said no and no like CBL.  The OP let me know it can be done.  Learned something new today.
