Does anyone know that what the hazard classification is a warehouse that numbers of people work to sort the second hand cloths and pack them in plastic bags and stack in about 16 feet hight? Warehouse is about 42000 sq.ft.

do you want nfpa 13 or the building code

sounds like storage per building code, and high piled stock depending on square footage of finished storage area.

Is this what you're after?

Class III, Division 1
A Class III, Division 1 location is a location in which easily ignitable fibers or materials producing combustible flyings are handled, manufactured, or used.

Class III, Division 2
A Class III, Division 2 location is a location in which easily ignitable fibers are stored or handled other than in the process of manufacture.

See if the NFPA site includes a description or table of contents for NFPA 1.  The NFPA 1 Uniform Fire Code Handbook covers classification of occupancy hazards for fire extinguishers, etc.  3.3.32.3 Ordinary (Moderate) Hazard also references warehouses containing class I or class II commodities as defined by NFPA 13 for installing sprinkler systems.

NFPA 1 expandes the Classes by mercantile occupancy based upon area, number of stories, purposes, etc.  It mentions relative locations pertaiing to flashover and shielded fires.  ...  61.5 covers Storage in Warehouses and Storage Areas.

He's looking for a Chapter 3 hazard classification from NFPA 13 for stored commodities. We need more information. My intital inclination is towards a Class III commodity but I have no clue.

Yea class 3, but a lot more info needed as Stookey has indicated, racks, aisle width, ceiling sprinklers type and temperature, etc etc.
