Do you know if sound level dbA is also needed for on/off actuated ball valves ? I thought it was only for regulating valves.

Not usually, if they indeed are used for on/off service and the valve is not sized too small.  The problem comes from high pressure drops and fluid velocity across a valve that is partially open, so if you're full open or fully closed and the valve size is close to pipe size, you shouldn't get those high velocities.

Like most rules of thumb, there are exceptions.  If you droping a thousand psi air from a large tank to atmosphere through a full open 1/2 inch ball valve, you will have a noise problem.  If the valve is in a piping system and the system is designed to limit flow velocities to normal levels, then no, noise is not a concern with either full or reduced port ball valves.
