Hello,

I was wondering if there are electric utility industry ballpark figures for cost of engineering design and bid spec versus build cost for substations.  For example, as an estimate, if a substation were to cost $2 million, the design and bid spec prep would be roughly $200,000

I think it depends too much on the particulars of the project to say. Could be 7% to 15% or more depending on complexity.

For green field site, your 10% is probably in the "ballpark", maybe a little on the low side.  I think alehman's range is reasonable.
