Your question is toooo much "easy" for a tooo much "difficult" question..
I suggest you try to find good information in internet, books, manuals, reading ASME codes, and asking more expert engineers.

tananT, briefly, Div 1 provides relatively simple and conserative design rules applicable to a broad range of vessles.

Div 2 provides a more analytical approach and can result in cost savings due to the less conserative design.

And as RCHandy says, Div 3 is is used for high pressure vessels, where Div 1 rules are not so suitable.
