Are there any code restriction to install 11kV switchgear, 11/ 0.415kV transformers, generators and 0.415kV switchgear in a mechanical room housing air handling units and pumps without any separating walls?
Or do i have to have fire rated walls ?

See NEC 110.31, 110.34(B) and 110.34(C).  At a bare minimum, a fence is probably required.  Fire rated walls may be required depending on the details of your installation.

Oh, 415-volt?  You must be in the UK.  I have no idea.
