Ok i am working in autocad ldd 2004. This is crazy stuff here. When i open a survey with contours i can see it no problem. But when i xref that survey into a base drawing they are gone. Even if i copy the contours from the survey and put this into my base it dosent appear. Any ideas? I am dying with this one.

Probably has to do with the contours being LDD or Civil 3d objects ("AEC_Contours") rather than regular polylines.  You may not have the correct "object enablers" installed.

do you know which enabler i would need.

check your base drawing and see if the x-ref layer(s) for these contours is (are) turned off

what is weird is they are on in the survey and yet in some drawings they are on say the utility plan, dimension plan, but where i need it in the grading plan it dosent show. I have asked everyone in my company all 45 designers and cadd people and know one can figure this out!!!

i have downloaded a few enablers but the ? is why on some sheets does it show up and others it dosent. Nothing to do with layers on or off xref layers on or off etc i checked all of that. is there a setting i dont know about perhaps?

Are you using LISPS in the base and X-ref drawings?  If yes, there could be some interference.

I HAVE NOT LOADed any lisp routines. I am flat out baffled!!

Best thing that you can do is show us that drawing with its external references.

All I see is the PGD drawing, xrefs "base" & "survey" not found (not included).

The contours display for me.

Something to check, the settings you have for PROXYGRAPHICS & PROXYSHOW.

I have looked at your three drawings that you posted and the first one shows two nearly full contours (68 and 69 elevations) and partial contours of other elevations.  This first drawing also has two Xref's that are "Not Found".  Is that first drawing the one that you are attempting to Xref into the other two drawings that you posted?
The two "Not Found" Xref's have different filenames and were not posted.  These two drawings may be the key to your problem as I have no idea as to whether or not they have contours.

Also the drawings i am xrefing into the pgd plan is the base and survey only.

check what they are set at in the drawing where contours are visible.  Set them the same in the "pgd" drawing.

If still problems...
-have you installed all Service packs that have been issued for LDD?
-Did you install Object Enabler after LDD was installed?

redstake69, the parent drawing B11215-C06-PDG has two external references named B11215 Base and B11215 Survey which are "Not Found".  The two other drawings that you included B11227-Base[1] and Survey[1] which you stated as being the Xref to the PDG file are not listed in the XREF dialogue box, therefore somewhere there is confusion  perhaps creating your problem.
