For one of the air cooled Heat exchagner fans, the fan is driven by an A.C motor through a HTD ( High torque drive) belt. When we say it is High torque drive , whether it is specified about the drive motor or the Belt? Are there any motors which are specially designed for High torque drive transmission?

I'd guess it is referring to the drive and not the motor.  The NEC has different classes of induction motors B, C, and D which have different torque/rpm curves.  B and C really differ in start up torque.  D type motors are often used when spinning up a load with a large centrifugal momentum.

Torque can be derived directly from the motor HPand rpm rating.  If I am correct, I believe it is 5252*HP/rpm = torque in lb-ft.

It's about the drive.  If memory serves, HTD is a particular kind of belt, with a relatively small cross section for its power capacity.  Presence of the HTD mark does not imply that the torque requirement actually is particularly high, or that the motor needs to have some unusual rating.
