one way tunnel or bi-diretcional tunnel?
One way tunnels use jet fans using a push-type ventilation system. two-way, you need to supply and exhaust depending on shape and length of your tunnel, you may need refuge stations.
As there is no good specific design books on the topic, you will rely on an engineered ventilation system which must operate during normal (or sanitary mode removal of Co) and during smoke control.
The only way to convince authorities having jurisdiction is to perform a VFD modeling of the smoke removal system.
VFD control of fans from CO monitoring is the norm nowadays.
