At the typical connection of wood TJI floor joist to exterior shearwall, can I splice the plywood at the center of a LVL Rim Board, P.E.N. ea. side of the splice to achieve shear transfer to the lower wall, and then utilize the rim board as my 3x "sill plate" ?  I am trying to eliminate the need for 3x sill plates and just use 2x's.  This is in a standard residential construction.

I am a little confused by your terminology.  I think of a sill plate as the treated (or untreated) plate(s) that rest on top of a concrete foundation wall.  Other shearwall plates above that level I refer to as top and bottom plates, top plates being doubled, and bottom plates single.  

Where are you talking of making the splice?  The splice description seems like shearwall to shearwall, whereas the terminology makes me think shearwall to concrete foundation.

RE: Plywood Splice at Rim Board

Make sure that the rim board has enough thickness to get the required penetration for your sheathing nailing.  Eight penny nails require 1-3/8" penetration into framing.
