and stiffener calculation.

recommends to use a critical section at 0.80 times the outside diameter, then follow the procedures for tubes.
That is you check the plastic capacity there is enough, both for bolt and footing response action.
My best advice is that you get such publication and follow whta said.
Anyway, the bolts you can size for tension (coming from moment if any) and shear (if on them we rely to pass the shear to the footing). On the compressive side you assume some plastified response that not exceeds what bearable for the case.
You can get rid of the shear by using a welded shear lug welded under plate to shear transfer purpose.
And this is basically what is required to do.

Agreeing with ishvaaag, it is better to design the base stiffeners to avoid local buckling of circular columns.
The critical section for local buckling may be assumed at a height about half the diameter of the column.
