i have a drawing for which in model space, i have the annotation scale set for 1"=40'. i have one layout, 34x44 for which the annotations look fine. then, i have another layout, 11x17, for which the same annotations now look gigantic! even if i change the annotation scale for that viewport in the properties window, it would still be the same. any ideas on how to handle this?

Civil 3D doesn't do annotations with an annotation scale, it uses styles.  You will need to set up a separate style for your 11x17 sheet and change the style for that print. Not sure what to do about sheet sets and all that malarky. Try the Civil3Drocks Yahoo! group.
