(OP)
I need to find a product to permanently bond a pvc fitting to another while underwater in a swimming pool.  Any ideas?

There are types of epoxy that can cure underwater.

Possible a one-part polyurethane such as 3M 5200.  Not sure how well they would bond to PVC however.

Any of the "wonder putty" type products claim to be able to do such things.
