If the threads are to be rolled onto the wire, then the wire diameter should be roughly equal to the thread pitch diameter.  In actual manufacturing operations, it is common to use slightly oversized wire and draw it to final size to improve surface condition.

If the threads are to be cut into the wire, then the wire diameter should be roughly equal to the thread major diameter to minimize the amount of removed material.
