Global Engineering Documents may be a place for you to start your search.  Their website is http://global.ihs.com. ; They work with just about every standards organization in the world-- ISO, DIN, ASTM, ANSI, GHOST, etc.

RE: I need you help for translating AmericanStandads..

Good technical translators are hard to find. I've had some success finding names through government export development agencies. Another source may be university or technical school students studying in the same field as your industry. If you can afford it I would recommend using two, one who's native language is Russian and another who's native language is English to proof each others work.

Would you please specify the objective of this translation.  One thing is to use it as working documents and another to use the translated documents as official.  So far, I do not know any technical book translated from English into Russian and vise versa without severe technical flaws.  Particularly, the terminology suffers a lot.
