Where can a guy find specifications for a Vortec 8100 engine; like waterflow and engine heat load?

Not likely outside of GM and their cooling system suppliers.  If it or something similar is sold as a crate engine or an industrial engine you might find specs down one of those avenues.

I found some info that shows a flow of:
27 gpm @ 1500 rpm
33-37 gpm @ 1800 rpm

The heat load is listed as:
3430 BTU/min (133hp @ 1500rpm, gas)
4140 BTU/min (162hp @ 1800rpm, gas)
