I have a print that has a perpendicularity callout on an end face of a cylindrical part of .25% to DATUM X, which is the OD of the part. I'm familiar with perpendicularity, but have never seen it called out as a percentage. My question is , a percentage of what?

It needs a number/tolerance in relation to the OD number/tolerance that is consistent with the remainder of the drawing.
Remove the percentage.

I agree with everyone else.

This seems just to be laziness on the part of the designer. They should just do that math, if they change the diameter later on they'll need to remember to recalculate it.
