This is just parameter-tracking software. Here we have many different for the same industries created by software companies.
Talk to a local software company and you'll be much better off if they create something for your company or, if you're in a very busy industry, they might already have something

Anywhere in the world today I believe any abattoir will be surrounded by a wast and complex net of rules and standards, either local, but also from other areas of the world, if full hygienic standards should be given for export/import.

Your question is simple, but the direct answer implies that you already know in detail all relevant rules coming into consideration, that you already have facilities and equipment (including a top standard building with correct layot and plan according to all rules) and a good, educated staff.

First then you can start to manage, or if this is where you want to go, you have to start drafting a cost budget to come there.

Even if your target is more limitid: improving on existing hygenic and waste handeling standard, I will suggest that you start with the conventional approch:

Put down sensible targets for different problem areas, establish time and cost plan. If you do not involve top management and get support for this plan, you can forget any management program: you will just have the program, not the means to reach results.
