what are semi finished bolts?
I've done a google search with no luck.

The unfinished thread is one example. Another is missing the hex head, I have seen recently a pack of Chinese bolts with Phillips head, missing the cross slots. No refund given...

I have a drawing with this specification:

Stud Bolt, 1 1/8'' x 230mm, A193-B7 w/2
A194-2H Nuts, Semi-Finished.

Does this mean that the nuts are not done? Confusing.

Semi-finished nuts are tapped and one face finished flat, perpendicular to the thread.  From American Machinists' Handbook.
