Can somebody explain the following code to me?

AWS D1.1 (2008) Table 4.5 (PQR essential Variable changes requiring WPS Requalification.......) Item 33:

A Change exceeding the tolerances of 3.12, 3.13, 3.13.4, 5.22.4.1, 5.22.4.2 involving:

(1) A decrease in the groove angle
(2) A decrease in the root opening
(3) A decrease in the root face

My question:

(a) Sections 3.12, 3.13, 3.13.4 are used for prequalification. Based on Table 4.5, they are also applied to tested welding procedure qualification, right?

(b) Suppose we use single-V-grove butt joint, FCAW (B-U2-GF) in PQR. Groove angle 45 Degree, Root opening: 5mm, Root Face: 2mm. What is the qualified Groove angle; Root opening; and Root Face?

(c) How to use the above (b) condition to qualify a fillet welding? Do we need consider the joint design as a essential variable for a fillet welding?

I'm not 100% sure what you are asking. Do you want to qualify a procedure for fillet welding? What makes your procedure non prequalified?
