I came across a surface profile call out. It associates with a basic dimension too. What is the relationship between the basic dimension and the surface profile?

The basic dimension set up the theoretically perfect surface.  The surface profile basically describes how much it can vary from that.

Surface profile can be equal bilateral, unequal bilateral or unilatera.

Take a look at ASME Y14.5M-1994 section 6.5 if you work to American drawing standards.
