Is it a true statement that BHN testing is not required by B31.1?

Yes. Hardness testing, if required, is usually indicated by material specification with an acceptable hardness range.

Please note that there is an exception to this case when dealing with P92 material (250 max BHN).  Code case 183.

B31.3 para 331.1.7 and Table 331.1.1. specify when hardness testing is required.

While B31.1 does not require hardness testing, many owners and engineers do require it for welds in P91. As a Contractor, we have required hardness testing of our P91 welds for over ten years.
