Hi,
I have heard that the surge test for a 11kV generator can only be done with the stator removed and also heard that it can be done with the stator in place, can some one comment on this?
is the surge test a stator or a rotor test? and what kind of faults can it find?

The standard test involves phase comparision. The rotor can be a source of variability which will cause a difference between phases that obscures what you are looking for (differences due to stator turn insulation).
That source of variability can be elimianted to give a more sensitive test by removing the rotor.
An alternative is to compare a single phase against itself as we increase voltage. Then the rotor position is not a factor even if you leave the rotor installed.
