If you use DC hi pot for withstand testing of paper lead cables, could you recommend a test voltage for 25 kv rated paper lead cables.  Our specific cables are operated at 13.8 KV in the field.  I have a copy of IEEE 400; I just want to get a couple of other sources / opinions.

NETA MTS says 25kV for 100% insulation and 30kV for 133% insulation. I assume these are not new and already in service. Acceptance test values are different.

EPRI has some new guideance on this (I attended the MV cable testing panel meetings this summer in Charlotte)and is shying away from DC hipot testing, they recommend VLF or Tan Delta.

IEEE, ICEA, and NETA all advise against DC hipot testing of service aged MV canles (>5 years old), but those concerns are mostly focused on XLPE and EPR (Some argue this one).

Basically DC testing of MV cables is a highly debated topic as far as how damaging it is and its effectivess, and you will get lots of different opionons, however being nuclear I would recommend you turn to EPRI for advice.
