Has anyone ran across code or has experience with pedestrian tunnels that relates to ventilation and smoke/fire control?  If not, what would be the closest classification of a pedestrian tunnel?

Basically, there used to be ventilation in this pedestrian tunnel but it looks like it was blocked off.  I assume the tunnel still needs ventilation and perhaps smoke control but there isn't much code directly addressing pedestrian tunnels.

We did a sky bridge between two buildings. It was a glass enclosed walkway two stories above the street. We have to provide 45F to 85F climate control with 15% outside air. We had to provide a smoke exahust fan on the top. 6 air changes per hour. Fully sprinklered with a dry system.
The City said it was an enclosed hallway like an exit corridor.

2006 IMC Table 403.3 requires 0.05 cfm/sf for corridors under public spaces.  Reguarding smoke control, try looking at 2006 IBC 405.5 which governs underground buildings.
