What about elongation of short anchor bolts for a skirt of a column? can i cut them & weld again to meke them longer?
Have you any experience about this topic? thank you in advance.

It is NOT recommended you try to weld together studs.  Studs are cold or hot drawn rods, threaded and heat treated.   If I'm the owner and you propose this to me, I will ask you to show me and guarentee the welded stud will have the same or better mechanical properties as a new one.   Can you do that?

However, I have heard of mechanical stud connector to join two studs together by their threads.
