Does API-650 provide, and if they do what are the recommendations for the required gravel subgrade thickness for the design of a ring wall tank skid plate?

I am not familiar with the term "skid plate".  Are you referring to what was called a "bearing plate"?  It was steel plate placed beneath the base of the tank in order to spread the heavy shell load out onto the subgrade.
