Does anyone know what material the designation "SKH9" refers to? It is a suggested material for mandrels on a coiling machine we are buying from a Manufacturer in Taiwan.

SKH9 is a proprietary designation from Nachi in Japan for the HSS tool steel grade designated M2 in North America.  I am somewhat surprised that the efunda link shows the M2 equivalent as "Japan: JIS SKH9" because the appropriate equivalent is SKH51 according to JIS G 4403.  As you already know, it is always best to refer to the exact standard in these types of inquiries, but I have found the following link to be quite helpful for finding tool steel grades, equivalents, etc.:
