Looking for ideas on molding colored letters etc. on top of a rubber part. The base is white and the letters need to be other colors. They are raised up off the surface. Material is rubberized PVC. Thanks in advance.

As far as I can tell,the best way to do it is to make the tag first (letters etc.) and then put it on the mold where you mold the main part(white rubber part).

For that you'll need a mold to make the tags and you need to re-design the mold of the main piece, for it to an insert for you to place the tag before molding.
Other option is to cut the tags from a sheet of the color material.

Guanoolic is right but he failed to mention that the coloured material needs to have a very accurate thickness and be cut to exact size before placing the letters in the mould otherwise, the colours will bleed into the white.

Thickness accurate hmmmmmm how accurate? I now that tags with 1 or 2 mm can be used in this kind of work. But you must use different rubber mixtures to assure they are bleeded but to avoid mixing of colors.

I would suggest using accurately calendered sheets of your own desired thickness of coloured compound.
