When I download an iges file (the only format offered) from a vendor, the scale isn't correct. It is in inch units instead of millimeters which means it's 25.4 times larger that it should be.  Is there any way to rescale the part or is there some setting in Inventor that will clear this up?

when you are in the "open" or "insert" popup window, there is an "options" button at the bottom. This will give you an option for the units to be inches or MM. If you try to paste the file into an open assembly or drag it from windows explorer you will not get this option.

If that doesn't work (which it should) you could make a derived part and insert the scale there.

25.4 for inches into mm
.0369 for mm into inches
