I am working on 4160 that runs from pole to pole in a trail park and feeding 4 transformers do i need cutouts and arresters at each transformer to protect each transformer

That would be the standard approach.  The fuse links in the cutouts do a fairly poor of protecting one transformer.  Trying to use one fuse to protect more than one transformer does not provide much protection to anything.

Arresters work best when they are CLOSE to the protected equipment.

when groundind arresters do you ground to the ground rod at the base of pole or the ground that runs from pole to pole
