I  have information on an existing ASU inland at a barometric pressure level of 0.86 bara at a specific oxygen purity and producing 3000t/d of oxygen.  I also have the cost of such a unit assume x million $.

I need to move this ASU to the coast where the barometric pressure is 1 bara and it must still produce 3000t/d of oxygen.  How do I determine this effect on the cost estimate.  Yes the MAC will change in size but how does one do it again?

your inlet compressors will be what dictates throughput.  They will push more volume at a higher pressure and will need more HP.  You could put a screen on the inlet to artificially reduce pressure.  My concern would be water content, dry inland, humid coast.
