Does anyone know of a form letter (or such) for conditional assessments?  Perhaps some single, geek, engineer wants to impress everyone with their prowess by developing a word format form letter for the ASCE-11 and 30.

Writing condition assessments using the method of "painting by the numbers" doesn't seem to me to establish a reasonable degree of scientific and engineering certainty, which is required for writing any competent forensic engineering opinion that has any hope of standing up in a court of law.

ASCE has written a book called "Guidelines for Forensic Engineering Practice" that provides basic recommendations for qualifications of the investigative engineer, investigation protocols, ethical issues, legal requirements and business considerations.

The suggested basic format in this guideline for investigative reports typically follows this outline:  Introduction, Background, Observations, Information from Others, Analyses, Discussion, Conclusions and Recommendations.

I use the report structure from ASCE - 11.  It has worked wonderfully in legal matters, never had one go to court.  I was simply hoping for an internet freebee that had this structure in an editable Word form letter.  Perhaps I put one together and offer it to the site.
