I am designing the clips to attach explosion panels to a 5 storey building and am looking for some help on finding a shear rivet for this application!  The shear rivet must shear off at a specific load and be within 5% of explosion force.  It has to have a specific band that it will shear at.  I do not know where to look for an off the self rivet or bolt for this application.  Any help is greatly appreciated!

I don't know about off the shelf.  I would contact Avdel and discuss the application with them.  They have myriad products that rely on known shear/tension values for their materials.  Alcoa and Hi-Shear make similar products, but usually for aerospace, so the cost/quantity aspects may not be right.  Try all three.
