What type of certification and documentation is required for the joining process of PVC and CPVC piping manufactured to ASME B31.3?
Is there anything similar to a PQR/WPS?

The manufacturer's installation manuals should be followed.  There are ASTM standards for the pipe and fittings materials, plus ASTM standards for the PVC and for the CPVC solvent cement compounds.  All of this assembly information for the PVC / CPVC could be included in the bonding procedure documents similar to welding procedure /
procedure qualification record, and even the individual bonder's performance qualification test records.   Some manufacturers might offer on-site training of pipefiters or other training materials like videos or photos with their assembly procedures.

ASME B31.3 has provisions for bonding procedure qualification and bonder qualification. See A328.2 & A328.5.
