We've recently been looking into rehabilitating our 25+ year old prestressed precast concrete box beam bridge decks.  Our former bridge engineer wanted us to waterproof the deck with foundation coating prior to paving - our paving crew finds that this doesn't work well - the foundation coating just peels up when the paver goes over it.  Are there any suggestions as to what can be used - preferably a simple one-step solution for waterproofing & tack coat?
