I'm not completely familiar with the gage values in the AISC manual.  What is the purpose of gage.  Could a different bolt spacing be used for connections that deviate from the gage values.  what would be the effects of this?

Gage is simply the bolt spacing commonly used by steel fabricators.  You can deviate from this.

How do I know how much of a decrease in capacity?  Is this talked about in AISC?
