Are these regulations applicable to a pressure vessel which will see an internal vacuum of 500 mbar?

If not, what legislation is?

The mentioned regulations refer to pressure vessels used for compressed gas storage, in other words capable of storing latent energy.
I believe that your low vacuum operating condition would not qualify the vessel as a pressure vessel, say in accordance with ASME VIII U(1)(h) and is not covered by the 1991 regulations.
