I have been looking around for a specification or OSHA regulation that can give me the required angle that an attached Man way with spring assist handhold should be so the lid will lay back on its own without help from a tie down. I have not found anything that can help me when I do Inspections on these tanks

Not sure, I am on the same page as you can you please give me a little more on question 5... The problem is, I have a vendor that has constructed a module and the Man way lid will not stay open on its own... so this started me on my quest to find somewhere that it is written, so I can have them fix it... I have had numerous people tell me that this is good manufacturing practice but I want something solid thanks for all your help

My repose was to give you someplace to start looking like the 1910 CFR.
As posted it may come under the "confined space" rules where there has to be no possibility that the entrance can be covered while the vessel is occupied or under a vessel entry permit. This done to insure that there is communication between the hole watch and tank occupants.

If you purchased a manway cover that was supposed to stay open then your case is that what you purchased is malfunctioning.
