I am preparing  a master anchor bolt schedule for hold downs in the 2008 simpson strong tie catalog for single family residential. The design software provided by simpson does not do designs for epoxy bolts. Simpson provides an example calculation which follows ACI appen. D for the design of all thread bolts with set XP epoxy. While it is favorable to have any large anchor bolt cast in place at the time of pour, often the lack of skilled labor generates a bolt cast in the incorrect location and thus we must make a repair.
Hold downs with higher allowable loads when factored to generate Nua which must be less that PhiNsa, PhiNcb, and PhiNa, but since these are wood framed homes with 2x6 walls the concrete stem wall is also 6" which limits Camin to 3" which yeilds low bolt capacities none of which satitisfy the D4.1.2. I went back to check old designs for simular cases and per ACI 318 calc those no longer work. Is there truely no approved retro fit for an anchor bolt at a hold down along a stem wall?

No, Not with sufficient concrete strength to make the failure in the steel bolt as required, (unless small diameter bolt less than 3/8").

You can't use ACI 318 App D for epoxy anchors.  It specifically states in D2.2 that several types of anchors are not included in App D (and epoxy anchors is one of them).

StructuralEIT - Due to lack of guidance in the codes and the requirement of ICC approvals through much of the country (especially West Coast), Simpson and others are already using a version of Appendix D developed specifically for adhesive anchors.  This document (ICC-ES AC308) is the precurser to what will most likely be included in ACI 318-11.
