Can an MCC room be used as a storm shelter?

I've been searching for some info on this subject and can't find anything anywhere.  

Does anyone have a referenced source?

Its your choice.  There is a manufacturers group that has set standards for over pressure and or wind speed require to handle a storm.  Google storm shelters to get the name of the organization.

It's the FEMA 361, Design and Construction Guidance for Community Shelters.  It's a 222 page document that I'm currently skimming through, but haven't seen anything on this subject yet.

If you are looking for an industry code, you are not going to find one.  You have to consider the risks when selecting a storm shelter and what kinds of conditions you are going to face.  Location of the room is important but so is its construction, what things are around the shelter and routes to get to the shelter.  I would stay away from electrical rooms, and stick with a central bathroom or office.

You will find information differentiating buildings as occupied and non-occupied.  This affects the building locations within an industrial complex etc.

API RP 752 has a flow chart and referemces the Chemical Industries Association documents Guidance for the Location and Design of Occupied Buildings on Chemical Manufacturing Sites; Loss Prevention in the Process Industries, Volume I.
