I am dimensioning a gear web. The web is at an angle which I want to define as basic. I want to specify the large corner radius as basic, and an intersection point between the corner radius and the straight section as basic. Is this correct?

The configuration of the end pts of the cone is important, so dimension the angle as basic, and dimension and tolerance the end relationships. Mfg will seek to meet the end conditions and will care less about the angle.
